To meet the challenge of poverty, the Government of Djibouti has put in place a whole policy, programmes and concrete measures aimed at reducing poverty in the country by improving the living conditions of the population through access to basic social services for the poorest; supporting the policy of decentralization and strengthening institutions operating in the field of poverty reduction.
In order to initiate a thorough reform of the institutional and financial framework, to control the multiplication of development institutions and to rationalize interventions in the various fields, the Djiboutian Government has set up the Djiboutian Agency for Social Development (ADDS) to implement the in implementation of programs and projects financed by the State and by international donors, under the status of delegated contracting authority. As such, it manages funds and is required to report on its performance, efficiency and effectiveness in technical, financial and administrative management with absolute transparency.
The ADDS uses the services of OM Consulting to:
- review its administrative, financial and accounting procedures manuals and train staff on the revised manual;
- write an internal audit procedures manual;
- strengthen the capacity of the audit team and other staff of the services involved in the process (procurement, accounting, monitoring and evaluation, project managers, etc.).
