In the area of international cooperation, the Ministry of the Economy, Planning and Cooperation (MEPC) is responsible, inter alia, for promoting external financing, monitoring the implementation of financing agreements and agreements, and supporting the physical and technical monitoring and evaluation of priority projects and programmes.
Several actors are involved in the implementation of projects and programs constituting a challenge in terms of sharing information in real time on the implementation of activities and on the level of performance in relation to the objectives assigned. In addition to the multiplicity of actors, the other challenge is the geographical distribution ofinterventions.
Thus, the MEPC wanted to set up an automated monitoring tool for the performance of externally funded projects and programmes (SIGGI).
To this end, OM Consulting has been mandated to support the MEPC in the  design and implementation of the SIGGI tool:
SIGGI is a web and mobile  platform whose objective  is to allow the x stakeholders to  have a comprehensive view of each project funded in the framework of the cooperation with all the information related to the project including monitoring indicators. The tool also provides information on the status and difficulties encountered by projects so that corrective measures related to donors and sectoral ministries can be taken.
The SIGGI Â tool aims to ensure effective monitoring of preparation, execution, performance or underperformance as well as risks based on previously identified indicators and a system for collecting, processing computerized, analyzing and popularizing results. It should therefore facilitate the preparation, implementation, monitoring and evaluation of activities.
More specifically, the tool will:
- Follow all stages of projects;
- To determine whether the objectives set have been achieved within the set deadlines;
- Analyze project data and generate reports;
- Improve the planning and implementation of project activities;
- Guide future decision-making.
In addition, SIGGI will be accessible to line ministries, development partners, project beneficiaries, project management units (PMUs) and any person or structure wishing to have information on projects with differentiated access.
